For the price I paid for it (around $200), I'm extremely pleased with this revolver. I wanted a relatively inexpensive gun I could throw in my glovebox or in my bag if I'm staying in a hotel and not worry too much about getting stolen; this fit the bill perfectly. I've since taken it to the range a few times and, while it's not deadly accurate, it still shoots a pretty decent group at ~15 yards. Is it as accurate as a $1,000+ S&W or SIG? Of course not, but it's a small fraction of the price.
That said, for a $200 gun it seems extremely well built. There's very little "slop" or "jiggle" in the cylinder when it's locked up. The trigger pulls nice and smooth in DA as well as SA. I've already put dozens of Winchester FMJ rounds through it with no problems whatsoever. The finish looks pretty cool too, though I have concerns about its longevity...but whatever, I didn't buy this to display on a shelf.
In terms of concealed carry, the 4 inch barrel and exposed hammer make that a little cumbersome; it's definitely not a pocket pistol. From a self-defense perspective, as I said above, this gun shines as a glovebox/overnight bag/bedside table weapon due to its simple design, ease of use, and the fact it's .38 Special caliber so it won't blind/deafen you if fired in an enclosed space. I would certainly depend on this gun as a reliable backup weapon, perhaps even as a primary weapon.
Oh, and it also came in a sturdy hard case, which I thought was a very nice touch (I've seen guns twice the price sold in cardboard boxes). Be aware that it comes SOAKED in oil so be sure to give it a thorough cleaning before firing it! Stay safe.
