Stephen - Many manufacturers don't make a "Rossi 461 specific" holster. Checking some of the online forums, it seems owners of the 461 agree it will fit (snugly) into a leather holster made for a S&W J frame 5 shot revolver. The 461 seems to be between the S&W J frame and K frame ... so a leather holster will stretch just a bit, and should provide a good snug fit. Plus, I've found a leather holster is just batter all around than a Kydex for Outside the waistband carry. Especially when buying for an 'in between' gun. Kydex holsters are made very model-specific, and molded to fit specific guns. One that is 'close' might work, but they don't usually work well. Due to the natural properties, leather will 'mold' itself to the shape of the firearm, and is more forgiving when exact sized holsters aren't available. I would recommend you consider a leather belt style holster for your Rossi, and consider one with a thumb break strap to secure the firearm in the holster. I really think you will like it better in the long run.
