Yes that carbine would be legal to own in MD, as long as you had buds remove the 17rd magazines.
"The following are prohibited:
✘Rifles with a capacity over 10 rounds. ✘Semi-automatic rifles with a detachable magazine and have any TWOof the following features: 1.Folding stock (Not including telescoping [collapsible] stock) 2.Grenade launcher or flare launcher 3.Flash suppressor ✘Semi-automatic centerfire rifles that have an overall length of less than 29 inches."
