Steven, no, this is perfectly legal because it's a bolt action. Just have to have it shipped to a FFL dealer and do the usual background check like with any firearm. Hope this helps.
No, .50 BMG rifles are just regular Title I firearms. The cutoff for destructive device classification is over .50"/12.7mm in caliber. This is legal for purchase like a regular firearm so long as your state has no additional relevant restrictions.
