Sometimes J frames ship in a cardboard box for special deal pricing. The massive blue plastic boxes take up lots of space so the cardboard made it cheaper to ship. All my LE J frame purchases were in smith cardboard boxes nothing fancy, but the firearms are all the same Smith quality.

I don't think you will be lucky enough to find a community member online now that could answer this question. I would imagine it does, but since its for LEOs it may be specially packaged.
