Is the serial number that is on the bar code on the original case the same as the serial # on the pistol, and is that proof enough to get it back from my local police department?

Yes. I would take proper ID,purchase receipt(print-out if bought online) if available. If no receipt then at least have the contact information of whom you purchased it from and you should have it covered.
