Suggest you contact Bud's Customer Service at 1-859-368-0371 (9am-9pm EST Mon-Fri) or use the "chat now" button located at the bottom right hand portion of your screen, (9am-9pm EST 7 days a week) and pose your question to them directly.

Tayler, Buds just needs to lift the restriction from their website. Their interpretation of the law may be off similar to their magazine note to Californians whereas other vendors are shipping standard capacity magazines to CA. If this is in the state of Ohio there could be litigation pending on the state law that was to have gone in effect at the end of March.
