I live in Virginia, which has no magazine restrictions. My question is "If I buy this 10-round pistol, can I later buy and use the available 15-magazines. Or is the pistol itself modified to only accept the 10-rounders?

You can use a 15rd magazine just fine. It's the magazine that has a block in it to limit capacity to 10rds and not the pistol.
