I purchased the rifle because I love .22 TCM in the 1911. I've put about 100 rounds through it so far. The stock is nice, but I chose the tactical model because the scope mount is better than the setup on the standard rifle. I opted to use a UTG Bug Buster 3-9x with it (because it's short and fits well). The scope causes me to have to come a little further forward on the rifle than optimum. Accuracy is very good, but the bolt is beyond stiff. I've had to come off the gun sever times to operate it. The rifle also comes in a substantial amount of preservative goo (not cosmoline, but some kind of oil). I spend a good deal of time wiping it down and oiling the mechanism. The trigger is heavy but crisp.

Very nice target rifle. With a Sig red dot and a Caldwell bipod shoots < 1 1/2 inch groups at 50 yards. No recoil, adjustable comb and length of pull. Takes mags from my RIA 1922 22TCM/9mm. Good value for the price compared to the Savage & Mossberg options in 223. Would recommend also ammo is available and reasonably priced.

I bought this rifle as a compliment to my ever-expanding array of handguns chambered in 22TCM and 22TCM9R. I hand load all my ammo and want the fixed breech, locked chamber as a sort of universal testing platform for loads.
I wasn't expecting the quality of this rifle, I don't know why considering my experience with other Rock Island firearms. I am impressed with this one. It's large and somewhat heavy considering the tiny cartridge for which it is chambered. The barrel is a long, massive tube with a stepped recess crown. The muzzle is not threaded. The stock is a dense-looking, black polymer with excellent, target proportions. It has an adjustable cheek rest, and length of pull. The bolt reminds me of the old Lee-Enfield rifles in that it has a single, massive locking lug at the rear, which makes cycling actions very fast and smooth. The action cocks on bolt life - Mauser style which is the way all proper bolt-rifles should. Bolt lift empty is negligible, and with a round in the chamber, tight which is a good thing because it reveals the cartridge is correctly head-spaced between breech face and shoulder datum line. When cocked, a small pin protrudes from the rear of the bolt as a reminder of a live chamber. There is a small, arm-style safety on the right side of the receiver. It doesn't move very far and does not have discernible clicks, but when full forward it is off, and back is on - there is a tiny graphic on the receiver to denote this.
The rifle came with a Picatinny scope rail screwed onto the upper receiver with Allen head cap screws which I personally like. In fact all the visible external screws are Allen head cap screws. I had an old Tasco 6-24 AO target scope laying around that clamped right on and the adjustable cheek rest made it easy to get the perfect weld!
The magazine is a stubby little 5-shot thing of obvious quality and it snaps into the well with a solid click - flush fit. When the release button is pressed the mag shows no desire to drop free and must be manually removed. This can be a little fiddly, but may self-resolve after a few hundred removal-insertion cycles!
There is no safety lever in the trigger, which provides just the right amount of pad surface for these fingers. Trigger pull is crisp and clean and I could not detect any over-travel.
The rifle chambers 22TCM smoothly and ejects reliably, which is controlled by how fast the bolt is withdrawn - another homage to Mauser roots. The rifle also has no problem chambering 22TCM9R which is identical to TCM save for the stubby bullet used so it will cycle through 9mm length actions. Even better, the rifle chambers the new 5.56x24 Rowell which has a set-back neck and sharper shoulder angle. The 5.56x24 was designed to allow the use of standard .224" bullets in loading for the 22TCM9R, and when intended for use in the longer, 22TCM action, allows the use of longer .224" bullets than can be housed in the 22TCM.
