Cheap. Nothing else to say but cheap crap made in China. I have bought these things for many years and every time I order more the paper quality is worse than the previous order. Its to the point where I cant even get a round hole in them with a wadcutter pellet from a pistol. You end up with rips and tears everywhere. I put a piece of packing tape on the back side to get them to stop tearing so much. Another corporate sell out to cheap Chinese products.
