The telescoping or folding stock only comes into play if it is also a semi-automatic. You can have a magazine fed shotgun with a folding stock as long as it is not also a semi-automatic. You can not have both mag fed and semi-automatic in California. I would try to ask Buds representative to be 100% sure (they make mistake a lot when listing firearms) but you seem to be correct that this gun is CA Compliant as it is not semi auto and lack banned features.
