Kevin, unfortunately it is not. Being a Semi-Auto Rifle with a Detachable Magazine, you are only allowed two of this rifles five restricted features : Folding / telescoping stock, Pistol grip, Bayonet lug, Flash suppressor and Threaded barrel.
