Hi Gabriel and welcome. All 10/22's are drilled and tapped and are Optics Ready. The M&P 22LR is not a better rifle but a different configuration. Depends of id you want the tactical rifle features or the more traditional rifle features. Both work. Cheers, stay safe and enjoy!
Actually, all Ruger 10/22 rifles are drilled and tapped to accept traditional scope mount rings or a piccatinny rail to mount an optic.
I own a Ruger 10/22 and there's a reason why they've been as popular as they are for so long. My opinion, get the Rugar!!

I own them both and I love the S&W M&P 15-22, it is a fun little plinker and it would be my recommendation, but you can't go wr0ng with either one.
