Matt, I have heard from other members that if magazine capacity is the ONLY state restriction that some Buds personnel have offered to remove/replace magazines. I would contact Buds Customer Service to see whether or not they will at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.

They can generally remove high capacity magazines by request but not swap in compliant ones.
