Karina, no it is not. Semi-automatic centerfire rifles that do not have a fixed magazine cannot have a pistol grip. budsgunshop.com/feeds/state_reg/california_restrictions.pdf

Semi-automatic rifles that have a detachable magazine, and a pistol grip are prohibited in CA, that and the 30rd magazine is also prohibited.
