Yes, this is Maryland compliant/legal without the magazine. During checkout buds will ask if you want the magazine removed, just click yes and you're good to go. Then you will have to purchase a 10rd or less state compliant magazine to use the firearm but luckily AR magazines are inexpensive. Hope this helps.
