Is this firearm legal to own in California. I’ve been eyeing this gun for quite awhile and it’s always seems to be sold out

Justin, unfortunately it has not been approved currently for the CA DOJ Handgun Roster. If this happens, 10rd magazines will be needed as well : magazineblocks.com/magento/kel-tec-pmr-30-22wmr-10-30-magblock.html

NO, this is NOT legal in CA due to not being on CA handgun roster ( https://oag.ca.gov/firearms/certified-handguns/search ). Handgun needs to be on CA roster to be CA compliant. I hope this helps!
