The Heritage rough rider is not legal in CA. in-fact no Heritage guns are on the CA. DOJ authorized list http://certguns.doj.ca.gov/safeguns_resp.asp
Go to your local gun store and check. I know that this gun is carried at my local Turner's.
The Heritage pistols are no CA approved at the current time. The new "steel frame" models may be after 1/2018 : heritagemfg.com/product_detail.cfm?prod_id=53

least a 5 round capacity with a barrel length of at least 3 inches and an overall length of at least 7 ½ inches are permitted.
