I have just seen so much praise about this pistol and am wondering if there is something I am missing or what? Why aren't there more reviews?

Tony, these are known for being quality, reliable, and accurate pistols. If you Google ( FN 509 Midsize review ) you can find plenty of reviews. As for buds not having many reviews my guess is like most firearms it probably hasn't been in stock. It's also getting on the pricey side, you pay for quality but alot of people tend to stick with budget pistols. Hope this helps.

Can I exchange the 15RD for a 10RD

Phillip, Bud's will remove the 15 rd magazine, but will not replace it with a ten, that would be on you. If you go this route, during checkout, after you choose your FFL, a box will pop up asking if you want the magazines removed.

Phillip, if magazine capacity is the ONLY state restriction Buds personnel have offered to remove magazines. I would contact Buds Customer Service to see whether or not they will replace magazine (don't see 10rd in stock though) at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.
