Is this AM-15 upper ,Mil-spec?

what is Milspec from some of the things I have read it cant be mil-spec because its not a 5.56 barrel which is the only AR barrel that has a MILITARY SPECIFACITIONS STANDARD

Great upper. Fit and finish are excellent and 50 yards groups are one ragged hole with all ammo i have tried. Cant beat this upper for the money spent. Great low cost way to get into 300 blackout. Would buy another with no hesitation.
