NO even with the mag removed it is not CO legal because the mag is inserted outside the grip see #5 Semiautomatic center-fire pistol that has the capacity to accept a detachable ammunition feeding device and any one of the following: 1. A threaded barrel; 2. A second pistol grip, or second other feature capable of functioning as a protruding grip that can be held by the non-trigger hand; 3. A shroud attached to the barrel, or that partially or completely encircles the barrel, allowing the bearer to hold the firearm with the non-trigger hand without being burned, but excluding a slide that encloses the barrel; 4. A flash suppressor; 5. The capacity to accept a detachable ammunition feeding device at some location outside of the pistol grip; 6. The Draco Pistol, inspired by the AK rifle, has a stamped steel receiver, polymer pistol grip and a wooden forearm. It increases maneuverability with a 12.25" hard chrome lined, hammer-forged barrel with a 1:10" twist. It accepts all AK magazines, and this semi-automatic pistol model includes one 30-round detachable magazine.
