Okay, my wife had issues with racking so she went with the S&W Shield EZ and loves it! It comes in either .380 or 9mmm. It has a lighter spring which makes working the slide a breeze, especially if someone has issues with weaker hands.

The trigger, and recoil would be the biggest thing to overcome when it comes to this firearm for a senior women. It is a smaller frame so grip should not be an issue

Could I have Buds swap out the Burris Fast Fire for just a top cover plate

I did NOT receive cover plate of any kind in the box. If you remove the red dot you'll probably want the plate that has a rear notch sight. Maybe somebody here knows where to find one in stock and at a reasonable price?

Will any Beretta Apx magazine work like the 15 rounder?

Jason, no, the Beretta apx a1 carry uses single stack magazines. The 15 round magazine is double stack so it won't fit. With this carry version 8 round magazines are the highest capacity available for now. Unfortunately even the 8 round magazines are hard to find at the moment. Sorry but hope this helps.
