A: 380 ACP (Automatic Colt Pistol) is a compact rimless cartridge also known as 9mm Short. 38 Special is a rimmed revolver cartridge that is significantly longer and does not generally function well in semi-auto guns unlike 380 ACP. Ballistically, 38 Special has more energy but neither of the two are exceptionally powerful. A: I can only assume that the description doesn't state what state it is complaint with, because that can change in an instant. Ultimately it is a buyer's responsibility to make sure it is compliant with in your state. I know Buds gun shop does have some pages dedicated to certain States.
