yes it is legal in VT see Rifles with magazines over 10 rounds EXCEPT: 1. Firearms with an attached tubular device designed to accept, and capable of operating with, .22 rimfire ammunition. https://www.budsgunshop.com/feeds/state_reg/vermont_restrictions.pdf
