I've never owned a RIA gun (I LIVE RIGHT BY THE REAL ARSENAL!) but I did some research and it seems like a lot of them are made in the Philipines. Does anyone know if this shotgun is outsourced?

Definitely not made in America. Manufactured in the Philipines.
Armscor owns Rock Island Armory:
Armscor, a Philippine-based firearms manufacturer, purchased the Rock Island Armory brand in 1985. 
 Production location:
While Rock Island Armory is the brand name, all the firearms are manufactured in the Philippines by Armscor.
