Hi Amarion, unfortunately no, the Hi-Point Carbine rifle is banned by name in Illinois. https://www.budsgunshop.com/feeds/state_reg/illinois_restrictions.pdf

Hi Amarion and welcome. No, the Hi-Point Carbine is not legal in Illinois because it is considered an assault weapon. Illinois' assault weapons ban prohibits the sale, manufacture, and possession of many firearms, including the Hi-Point Carbine. Cheers and stay safe!
