Yes, After doing a bit more research, Ed C. Is correct. Seems Rugers roll stamp on the Mini-14 has Always stated .223 yet can also shoot 5.56. It's the Target Model that can only shoot .223 as stamped. Newer Mini-14 models now show both .223/5.56. Below is a thread on this very issue/question which made Ruger Update the stamping.

Hi Ben and welcome. Yes you can. Ruger has always stated that Mini-14's can shoot 5.56 Ammunition for decades now. Nothing has changed but the Caliber Stamping on the barrel. Cheers, stay safe and enjoy!
