yes it can you can always fire 38 special in a .357 magnum. be aware that some lever actions do not like to feed 38 special full wad cutters (full flat nosed) semi wad cutter and round nosed bullets feed just fine

Yes. The 357 Mares Leg can fire any factory 38 Special ammunition up to and including +P loads. It will function just fine with much less "wear and tear" on the gun and much lighter recoil as well.
