Hi Charles and welcome. Just click the Make Offer blue button and you should get a popup to make an offer. If not check your browser for popup blocker or hold the shift key when clicking the button. You may have to click the button, click back and click the Make Offer button a few times to activate it. Don't expect more than a few bucks to be accepted. Cheers and stay safe!
