Yes, the main difference between a Walther PPK/S and a PPK/S-1 is that the PPK/S-1 is specifically designed to comply with Massachusetts firearms laws.

The "-1" merely distinguishes PPK/S pistols made by S&W (the one that is MA Handgun Roster for compliance) from all those previously made by others, without reference to serial numbers or other characteristics. It is beneficial principally for contractual reasons, as during the Walther/S&W "Strategic Alliance", S&W was in the commercial chain of distribution for some Walther pistols that it did not manufacture. The 1 has nothing to do with being MA compliant, although it is on the MA approved handguns roster, as is the PPK/S Stay safe & have a great day!
