The frame is considered a firearm because it has the Serial number on it and must go through a FFL all other parts to make it a complete gun can be delivered to your door without using a FFL

Hi Jackie, according to the ATF, the pistol frame is the part that is serialized and the part that is considered an "actual gun." The frame of a handgun that is the regulated part and must go thru an FFL. Stay safe & have a great day!
