Overall length: Civilians in New Jersey are not allowed to possess shotguns with an overall length of less than 26 inches.
Barrel length: Civilians in New Jersey are not allowed to possess shotguns with a barrel length of less than 18 inches.
Pistol grip: New Jersey prohibits semi-automatic shotguns with a pistol grip.
Other factors that may affect the legality of a Mossberg Nightstick include:
Grip design: The Shockwave's grip is designed for one hand.
Barrel design: The Shockwave's barrel does not have a shoulder stock.
Tax stamp and paperwork: Possession of a modified Shockwave without a tax stamp and proper paperwork is illegal.
State and local laws: Certain state and local laws may consider the 590 Shockwave a "short-barreled" shotgun or "assault weapon".

Further clarification, it is not a shotgun. A shotgun has a stock and is meant to be fired from the shoulder. This has no stock, it has a birds head grip. It is considered a 'firearm'. Shotgun laws do not apply.
