no the reason is because the 10/22 Target models have a match spec chamber and the Stingers don't headspace right. whic could cause pressure spikes

Hi David, Stingers are fine in the standard 10/22. Don't use them in the tactical or target models.Ruger says " DO NOT USE "STINGER AMMUNITION IN 10/22® TARGET or TACTICAL RIFLES" This is neither the Target or Tactical model, so your friend will have no worries, especially with the bull barrel.
