Hi Ethan and welcome. It should not be. I would disassemble the firearm, clean and lube the bolt carrier group, bcg rails, charging handle rail indents and retry. If it works, fine. If you get the same with different magazine, ammo and/or manually cycling, I would contact Smith and Wesson Customer Service at 1-833-817-3058 Hours of Operation: MON-THU 9A-5P, FRI 9A-2P CST for advice/service. If you didn't field strip, clean and Lube out of the box, Then do that. Many folks don't clean a New firearm when it should be cleaned/Lubed.
