It's not because of the magazine capacity, its because Illinois has a melting point law that that specifically bans walther rimfire handguns, among others.

Prohibited: Cobra, Phoenix Arms, Heritage Arms, Walther rimfire pistols, GSG rimfire pistols,
Hi-Point pistols and Jimenez Arms.
