As long as it is transferred as a 'receiver', yes you can. The presence of a stock does not make the receiver a rifle, it would need to be a complete barrelled assembly AND have a stock. A lower receiver is always transferred as a receiver as it does not meet the legal definition of rifle, pistol, or shotgun. (you would need to put the brace on BEFORE marrying it with the dd mk 18 upper) If your FFL transfers it as a rifle, then you cannot change the stock to a brace.
