What is it that makes it CA Compliant? And also are spare mags or extended capacity mags available here? Is this considered an Officer model size?

It is CA compliant because it is on the CA DOJ approved gun Roster. Yes. You can get plenty of magazines for this model here at Buds, a few extended up to 10 rounds.
