The gun pictured clearly shows a 4.0c model. However, it lists a 20 round mag which contradicts that. Is the gun in this specific listing the newer 4.0c model, or the full sized Echelon?

Hi Jason and welcome. This is the 4-inch barreled Echelon Gear Up Package. It actually comes with (5) magazines (3x 15-round, 2x 18-round). Not 20rd as incorrectly listed. Cheers and stay safe!
