This should a non issue for Illinois. The ISP has stated handguards are not regulated. What we refer to as the handguard on an AR-15 whether it be a delta ring or free float is in fact a handguard. A Tec-9 and Uzi barrel shroud is quite literally what the ISP references as a shroud which is basically a barrel mounted heat shield.
