Hi Mark, there are quite a few differences. First of all, one is billet and the other is forged. 
The one you linked to - which is 00-20023-BLK - is a Libertas billet lower assembly with Binary AR Elite trigger, Ergo Ami Sure Grip, and B5 SOPMOD Stock. The other one - 00-20024-BLK - Franklin Armory Binary AR-Essential Equipped M4-Built Lower Receiver is a Franklin Arms forged lower assembly with BFSIII AR-ESSENTIAL trigger, A2 Pistol Grip, and M4 stock.
