Hi Elizabeth, much to the dismay of Dictator Murphy, this is legal in The People's Republik of NJ. Pump action shotguns do not have the same restrictions as semi-auto shotguns. There is no magazine limit on pump actions. Even if there was, this has 2 separate magazine tubes, each holding 7 rounds. Stay safe & have a great day!
