Hi Aaron and welcome. This is a percentage rating that Buds uses to identify condition of a firearm. Buds normally grade conservatively. However, regardless of the rating, properly inspect the firearm before you do any paperwork and if it does not meet your expectations, refuse the transfer, contact Buds and they will refund your $ if a suitable replacement is not available.
