Yes, Buds will remove the non-compliant magazines and leave it up to the buyer to purchase their necessary state compliant magazines.

NO even with the mag removed it is not CO legal because the mag is inserted outside the grip see #5 Semiautomatic center-fire pistol that has the capacity to accept a detachable ammunition feeding device and any one of the following: 1. A threaded barrel; 2. A second pistol grip, or second other feature capable of functioning as a protruding grip that can be held by the non-trigger hand; 3. A shroud attached to the barrel, or that partially or completely encircles the barrel, allowing the bearer to hold the firearm with the non-trigger hand without being burned, but excluding a slide that encloses the barrel; 4. A flash suppressor; 5. The capacity to accept a detachable ammunition feeding device at some location outside of the pistol grip; 6.
