Can I mount a scope on this? I do not see a rail already installed, but I think, it might have the drilled and tapped holes on top of the receiver. Can someone confirm it?

This model Rugers receiver is Drilled & Tapped to be able to install traditional scope mounts or as James suggested, a Piccatinny rail mount might suite you better.
