What is the typical condition of these firearms being traded in from agencies? In my experience it's been hit or miss. I want to clarify that if it shows up to the FFL and is in poor condition that I can simply reject the transfer - is that right ?

💯% Yes!!! Once your FFL receives it, inspect it thoroughly. If there are any issues, do not accept and have the FFL initiate the return.
