This will go directly to your home Morgan. Only a "Serialized" Lower would need to be shipped to an FFL.
no it will be shipped directly to you It is not a firearm it is just parts/accessories I run conversion kits like this on my 1911s and they are great fun and help you get "trigger" time with your main gun stock up on CCI 22lr mini mags and have a blast
