Sounds like a solid plan already. If the rifle is shipped to her and she is the one to fill out the paperwork and background check then there really is no problem regardless of who paid for it. Not relevant here, but concerns usually come from a slightly different situation in which people want to buy and transfer a firearm to themselves with the intent to give it to someone else as a gift which could constitute a straw purchase.
Hi Jeremy and welcome. This method would give the appearance of a "Straw" Purchase. I say this because at Buds and most other vendors, the purchaser is the assumed owner and that is the information that is sent to the local transferring FFL Dealer. I would get your sister a Buds Gift Card in the complete purchase amount and let her pick out the rifle under her own name. This also give her the opportunity to get exactly what she wants and makes her part of that selection process.
