Hi Turrell, yes you can. This is a receiver, it is not a rifle. It should be transferred as a receiver or other, then you can do whatever you want to it. I would call the FFL you will have it sent to to make sure if it will be transferred as a 'receiver' or 'other'. If they tell you it is a rifle, keep calling around until you find a FFL who knows the laws and will transfer it for what it is, a receiver. As long as your lower has never been attached to a rifle, it can be a pistol. A complete lower with a stock is typically transferred as "other" on the 4473 form, meaning it is not classified as a rifle until a barrel is attached. If your FFL transfers it as a rifle, then you cannot put a pistol brace on it. Stay safe & have a great day!
