Completing and submitting the form Choosing Your Method: You can either submit a paper application via mail or use the ATF's eForms system for a potentially faster processing time. Filling out the Form: Carefully and accurately complete the chosen form (Form 1 or Form 4) with all the required information about the NFA item and the applicant. Ensure all details, including caliber/gauge, serial number, and measurements (if applicable)
You need a tax stamp before you can take possession. ATF Form 4 requires the serial number of the item you are buying, so you would need to purchase the item first, have it sent to your FFL, and the file the appropriate paperwork. If you make your own NFA gun (either by modifying a standard firearm or building one from scratch), you must file an ATF Form 1 and pay a $200 fee. After it's approved, you're good to go! If you're just purchasing an NFA item, your FFL needs to fill out and submit an ATF Form 4 and pay either a $5 fee for AOWs or a $200 fee for all other NFA items. Once the application is approved, the weapon is yours. See How To Purchase NFA Title II ("Class 3") Items From Bud's here https://www.budsgunshop.com/nfaguidelines.pdf
