Hi Sam and welcome. Simple, the casing of 22Mag is wider than the 22LR casing necessitating two independent cylinders. The 22 bullet sits inside the 22Mag case whereas the 22lr bullet overhangs flush with the 22lr case. In short, a 22lr round would be loose in a 22 Mag cylinder/chamber which would be dangerous. It's a given that the two rounds are a different size casing that launches the same size bullet. But I'm going to take your question into a different direction. 1. Plinking with 22 ammo is much cheaper than 22 mag. 2. Hunting with the two rounds requires a basic knowledge of how much damage is done to the game. So you might consider using 22 LR for smaller game and using 22 mag for larger game. I've heard of unscrupulous hunters using 22 LR to shoot between two green glowing eyes while spotlighting deer.
